明德公益研究中心(Philanthropy and NGO Support Center,简称PNSC)由清华大学公共管理学院NGO研究所与中国残疾人福利基金会发起,于2012年11月在民政部正式登记注册为民办非企业单位。中心理事长为清华大学公益慈善研究院院长王名教授。目前明德聚焦于通过对公益项目科学、公正、专业地第三方评估,提升中国社会组织公益项目的有效性、透明度与规范化。先后承担了十余家全国性基金会三十余个项目的评估,并一直承担“中央财政支持社会组织参与社会服务示范项目”评估工作。
