本书要解决的基本问题有两个:一是在统筹考虑减排效应与经济效应前提下,低碳消费的核心功能是什么及科学性问题;二是为了发挥低碳消费的核心功能,经济系统中各类行为主体如何做出最优决策以及决策路径。解决问题的基本理念是以供给侧、需求侧相协同和减排效应与经济效应相统筹作为政策体系或政策工具优化分析的基本原则,强调低碳政策体系与当前我国经济发展阶段的兼容性,强调低碳主体决策工具优化目标的多元属性。以此形成多视角剖析低碳消费截面状况及低碳政策优化路径两大主体研究内容,第一部分低碳消费多截面涉及了微观理论、内部结构、社会形象,建立对低碳消费的系统化全方位认知;第二部分低碳政策优化涉及了低碳需求侧和供给侧主要政策工具的优化问题,尤其在低碳需求侧政策工具匮乏情况下,大胆创新了交易型低碳消费政策工具。 本书得出的关键结论:在需求侧,短期优化路径是在保留既有补偿路径情况下增加惩罚机制,中期优化路径实质上选择的是一种对既有路径的替代方案,长期优化路径是一种更为彻底的替代路径,创新设计了节约碳权交易政策工具;在供给测,从短期到长期致力于重构低碳型技术锁定效应和优化低碳科技创新政策体系结构。
