中国新能源汽车产业发展报告（2013）

《新能源汽车蓝皮书》是关于中国新能源汽车产业发展的研究性年度报告，本书为首次出版的第一册报告。本书是在日产（中国）投资有限公司和东风汽车有限公司的支持下，在多位新能源汽车及相关行业内资深专家、学者顾问的指导下，由中国汽车技术研究中心汽车产业政策研究室的多位研究人员，以及行业内相关领域的专家共同撰写完成。



2013年度报告主要包括总报告、新能源汽车产业发展分析、产业国际竞争力评价、产业发展战略及政策分析、标准法规走向分析、典型示范运行城市和新能源汽车车型案例调查、国外发展新能源汽车的政策比较、国外（日美欧）电动汽车基础设施发展现状等内容。



面对日益紧迫的能源、环境问题，发展以电动汽车为代表的新能源汽车已成为世界各国加快推进交通能源战略转型的重要措施。特别是在国际金融危机爆发以后，为抢占新一轮经济增长的战略制高点，主要汽车工业发达国家纷纷加大对电动汽车的投入和政策支持力度。对我国来说，发展新能源汽车不仅是深入推进节能减排、培育新的经济增长点的重要举措，也是加快我国汽车产业转型升级的战略措施。在国家高技术研究发展计划（“863”计划）等科技计划和节能与新能源汽车示范推广等政策的大力推动下，我国新能源汽车技术取得较大进步，产业化开始起步，应用环境不断优化，加快发展新能源汽车产业具备了较好的资源、技术和市场条件。我国将新能源汽车列入引导未来经济社会发展的七大战略性新兴产业之一后，还专门于2012年发布了《节能与新能源汽车产业发展规划（2012～2020年）》。预计未来一段时间内，我国还将继续加大政策支持力度，以推动我国新能源汽车产业加快发展。但总体上看，我国新能源汽车产业仍处于起步期，在技术研发、市场化等方面仍需更多努力。我国新能源汽车产业要加快发展，还亟须借鉴国际发展经验，并针对产业发展及消费普及中存在的深层次问题探寻解决之道。



《新能源汽车蓝皮书》从社会科学的角度，对我国新能源汽车产业发展情况进行了全面系统的分析。该书既从受众的角度让广大读者了解中国新能源汽车产业发展现状和趋势，宣传普及新能源汽车发展理念，又从专业角度客观评价新能源汽车技术和产品，分析产业发展面临的问题并提出建议措施。该书将有助于汽车产业管理部门、研究机构、整车和零部件生产企业、社会公众等了解中国新能源汽车产业，并可为制定新能源汽车产业相关的政策法规提供借鉴和参考。



 



 



The
NEV Blue Book is the annual research report on the development of the new
energy vehicles (NEVs) in China.
This book is the first volume in this series. This book was jointly completed
by many researchers from the Auto Industry Policy Research Sector of China
Automotive Technology and Research Center and field experts under the support
of Nissan (China) Investment Co.,
Ltd. and Dongfeng Automobile Co., Ltd. and under the guidance of several senior experts, scholars and
advisors in the field of NEVs and related industries.



This
annual report includes the general report, NEV industry development analysis,
international competitiveness evaluation, development strategy and policy
analysis,standard and regulation trend analysis, typical pilot cities for the
NEV demonstration and promotion and model case survey, comparison with foreign
policies for developing NEVs, development status quo of the infrastructure
construction in Japan, U.S. and Europe concerning electric vehicles,
etc.



Facing
the pressing energy and environment issues, developing the NEVs represented by
electric vehicles has become an important measure for various countries to step
up strategic transformation of transportation and energy. Especially after the outbreak of the
international financial crisis, in order to seize the strategic oppotunity for
a new round of economic growth, major auto-developed countries have successively strengthened the
investment and policy support on electric vehicles. For China, developing NEVs is not only an important approach to
advance energy conservation and emissions reduction and foster new economic
growth point, but also a strategic measure to accelerate the transformation and
upgrade of the Chinese auto industry. By
implementing the National High Technology Research Development Program (“863”Program) and other
research projects and policies on demonstration and promotion of energy-saving and new energy vehicles, China has
achieved great progress in terms of NEV technology. With industrialization startup and optimized application environment,
the accelaration of NEV development now has better resources, technological and
market conditions.
Regarded as one of seven strategic emerging industries for steering the future
course of social and economic development, the Chinese Government especially
issued the Energy-saving
and New Energy Vehicles Development Plan (2012-2020) in 2012. In the foreseeable future, China will
continue to increase policy support and push forward NEV development. However, generally speaking, NEV
development is still in the early stage. More efforts are still needed in terms of technological
research, industrialization, etc. In
order to accelerate the NEV development, we still urgently need to study the
international development experiences and find solutions to deep problems in
the industry development and market consumers.



NEV
Blue Book conducted comprehensive and systemic analysis from the perspective of
the social sciences, on the development status of NEVs in China. This book not only can make readers
understand the development status and trends of NEVs and publicized and
popularized the concepts involved in the NEV development from the perspective
of the public, but also objectively assesses NEV technology and products and
analyzes the problems for the industry and provides suggestions and measures
from the perspective of the professionals. It would deepen the understanding of Chinese NEV industry for
the automotive management authorities, research organizations, complete vehicle
and component manufacturers and the public, etc, and provides reference for
formulating policies and regulations related to the NEV sector.
