中国社会工作发展报告（2011~2012）

 



《中国社会工作发展报告（2011～2012）》是继《中国社会工作发展报告（2009～2010）》之后社会工作蓝皮书的第二本，由民政部社会工作研究中心组织编写。近年来，在社会管理创新的时代背景下，党中央、国务院高度重视社会工作发展，社会工作人才被列入我国六大主体人才行列。《关于加强社会工作人才队伍建设的意见》和《社会工作人才队伍建设中长期规划（2011～2020）》成为我国社会工作发展的制度创新成果。社会工作在不同领域、不同地域、不同方面获得了全面发展。本书主要是对2010年以来我国社会工作制度化、专业化、职业化和本土化发展的记述、研究、评析和展望。



本书分为总报告、政策篇、实务篇、区域发展篇、专题篇和大事记六大部分，并首次将我国港澳地区和北美社会工作发展的相关内容纳入进来。



总报告全面梳理了近年来我国社会工作的基本现状、经验和成果，以制度建设为切入点，以社会工作专业人才队伍建设为主线，论述了社会工作的全面发展，梳理了当前社会工作发展面临的问题和挑战，并提出了建设性意见和建议。



政策篇由中央政策和地方政策构成，提出了我国社会工作发展进入制度建设时代的论断，全面梳理和解析了我国在中央和地方社会工作制度建设方面的发展脉络和成果，并展望了制度建设的前景。



实务篇主要阐释了我国在青少年、妇女、社区服务管理、司法和民族地区的社会工作服务现状、问题与前瞻，重点对现有专业服务经验进行了总结。



区域发展篇主要对当前具有代表性的地方探索进行了总结和提炼，包括上海、广东、四川、宁夏、内蒙古包头市，并对我国港澳地区的社会工作发展进行了介绍。



专题篇涵盖了社会工作研究、学历教育、继续教育、社会工作组织、社会工作标准化、职业水平考试、社会工作服务项目评估指标体系、民政领域社会工作以及北美社会工作对我国的启示，以现状分析为基础，提出了发展建议。



社会工作大事记是对2010年以来与社会工作发展相关的重大事件的记录。这些事件记述了我国社会工作专业化、职业化进程，串联起来便是我国社会工作发展的阶段性景象。



 



After
Annual Report on Development of Social Work in China (2009-2010) was issued,
Annual Report on Development of Social Work in China (2011-2012) is the second
blue book of China Social Work Development written by Social Work Research
Center Organization of Ministry of Civil Affairs. In recent years, under the
background of the innovation of social management, the PCC and the State
Council have attached great importance to the development of social work and
social workers are included in the six main classes of talents in our country. The Views on Strengthening
the Construction of the Social Work Talents and The Medium and Long-term plans on the
Construction of the Social Work Talents have been the result of the
institutional innovation of social work development. Social work gained all-around development in
different areas, different regions and different aspects. The book mainly charts and
researches the institutionalization, specialization, professionalization and
localization of China’s
social work since 2010 and analyzes and looks forward to China’s social work in the future.



The
book is divided into the following six parts: general report, policy, practice,
regional development, special articles and social work events. The book firstly
records the related contents of the social work development in Hong Kong and
Macau as well as in North America.



In
general report, taking the institutional construction as the starting point,
taking the construction of the social work talents as the main line, the book
describes the basic situation, experience and achievements of China’s social work in recent years
which has promoted the all-round
development of social work and finds out the problems and challenges in the
development of social work, as well as puts forward the constructive suggestion
on solving the problems.



In
policy, there are two parts: the central policy and the local policy in which
the thesis of the development of China’s
social work entering the new epoch of institutional construction has been put
forward, in which the development and achievements of the central and local
institutional construction of social work have been reorganized and analyzed,
in which the development of the institutional construction has been prospected.



In
practice, the book mainly explains the foresight, problems, current situation
of China’s
social work in the fields of the teenagers, women, community service and
management, medical service, judiciary, and minority region and mainly
summarizes the experience of the current professional services.



In
regional development, the book summarizes and abstracts the exploration and researches
of the typical and representative places, including Shanghai, Guangdong,
Sichuan, Ningxia, Inner Mongolia’s
Baotou city and introduces the process of the development of social work in HK
and Macao.



In
special articles, the book covers the social work research, education,
continuing education, social work organizations, social work standardization,
occupational level examination and evaluation index system of social work
service project puts forward the proposals on the development of social work on
the basis of situation analysis.



In
social work events, the book records major events related to the development of
social work since 2010 which describe the process of the specialization and
professionalization of China’s
social work and show the periods of the development of China’s social work.
