2013年北京社会建设分析报告

　　本报告是北京工业大学“北京社会建设分析报告” 课题组2012～2013年度分析报告。



　　本报告主要利用北京市政府和相关部门发布的权威数据和材料，结合课题组成员的观察和调研，全面总结了2007年党的十七大到2012年党的十八大五年来北京社会建设所取得的主要成就,分析了2012年北京社会建设存在的主要问题，对2013年北京未来社会建设的趋势进行了展望，并提出了相应的对策建议。



　　自2008年以来，北京市积极应对国际金融危机影响，及时制定实施一系列稳增长、惠民生的具体措施，克服困难，深化改革，经受住了复杂形势的严峻考验，保持了经济平稳较快发展。经过初步核算，2012年全市地区生产总值达到1.78万亿元，五年年均增长9.1%；人均地区生产总值提高到13797美元，达到中上等收入国家水平。五年来，北京市经济呈现出持续快速增长态势，为推动北京社会建设奠定了良好的经济基础。



　　2012年是北京社会建设史上重要的一年，党的十八大提出了全面建成小康社会的宏伟目标，广大居民对北京社会建设提出了新期待新要求。2012年，北京社会建设态势平稳，人民生活进一步改善，城乡一体的就业格局基本形成，民生建设和社会事业发展建设进一步完善，城乡区域发展更趋协调，社会建设和管理创新开创了新局面。主要体现为经济增速减缓但总体平稳，城乡居民收入持续快速增长，民生事业得到进一步改善，城乡结构进一步调整变动，城乡接合部50个重点村改造工程取得新进展，社区建设也取得了新进展。北京社会建设开创了新局面，为全面建成小康社会奠定了重要基础。



　　当然，在2012年，北京社会建设还存在一些问题，如物价上涨问题、居民对公共服务需求的问题、住房问题、交通问题、大气质量问题等。这些问题既涉及社会公平问题，也是老百姓最关心的民生问题。如何解决这些问题，北京需要在社会建设方面下功夫，尤其是在发展经济的基础上，更加注重社会建设。同时，要努力实现从加强和创新社会管理向全面推进社会建设的重要转变，促进经济社会协调发展。

　　This report is the 2012-2013 annual report of the research group of “Beijing social-building analysis report” of the Beijing University of Technology.



　　This report mainly used the authoritative data released by the Beijing Municipal Government and relevant departments and materials, combined with the observation and research of the group members. It summarized the main social-building achievements from the 17th  National Congress of CPC to the 18th National Congress of CPC comprehensively, analyzed the main problem faced by Beijing social-building in 2012. We forecasted the trend of Beijing social-build in 2013, and proposed the corresponding policy suggestions.



　　Since 2008, Beijing Municipal government has actively responded to the the impact of the international financial crisis, and developed specific measures around growth maintenance and improvement of people’s well-being, conquered difficulties, deepened reform, actively responded to the complexity of the situation, and maintained stable and rapid economic development. After a preliminary accounting, in 2012 the city’s GDP reached 1.78 trillion yuan, average growth of 9.1% in recent five years, and per capita GDP of $13,797 is close to the level of upper-middle-income countries. During the five years, Beijing’s economy showed sustained and rapid growth and laid a sound economic base to promoting Beijing’s social-building.



　　2012 is a landmark year in Beijing social-building history. The 18th National Congress of CPC proposed the grand goal of building a well-off society for all, the majority of the residents look forward new requirements of socia-building of Beijing. In 2012, the trend of social-building in Beijing is steady.People’s living standard was further improved. The employment pattern of urban and rural integration has taken shape. The people’s livelihood and social undertakings construction was further improved. The development of urban and rural areas was more coordinated. Social-building and management innovation has created a new situation. Economic growth was slowing down, but smooth overall. The income of urban and rural residents continued to grow rapidly. The people’s livelihood has been further improved. Urban and rural structure was further readjusted. The renovation project of 50 major villages in suburban areas has made new progress, and community building also made new progress. Social-building in Beijing has entered a new stage, and has laid an important foundation to building a well-off society for all.



　　Of course, in 2013, Beijing social-building is also facing some problems, such as price increases,increasing demand for public services, housing problems, transportation, air quality and, other issues. These questions are both issues of social equity and livelihood issues that people are most concerned about.To solve these problems, Beijing needs to work hard in terms of social-building, and, especially on the basis of economic development, pay more attention to social-building. Meanwhile, Beijing should strive to transform itself from strengthening and innovating public administration to promoting social-building and coordinating economic and social development.
