在全球经济向数字化方向稳定迈进的同时,发展中国家不应被排除在外。可持续和包容性经济发展是《2030年可持续发展议程》及可持续发展目标(SDGs)的基石,发展中国家迅速发展的技术部门,特别是从事平台经济和数字贸易的中小型企业,有望大幅促进这种发展。实际上,包括智能合约、信息通信技术(ICT)以及区块链在内的服务数字化,为全球南方国家人口提供了更好地进入和参与全球数字经济的机会。在这一背景下,南南合作金融中心和联合国南南合作办公室的联名报告对数字化在促进全球南方国家的发展,特别是在实现可持续发展目标方面取得的进展以及潜在机会和风险进行了深入的分析。然而,只有在政府机关、私营部门合作伙伴和国际组织以及领导人和大众群体有效应对相关风险的情况下,才能真正利用数字经济在可持续发展领域创造的动态变革机遇,对发展中国家来说尤为如此。南南合作(SSC)已被确定为一种有效的手段、方法和工具,发展中国家可以据此展开合作,从而扩大机遇并共同应对数字时代的挑战。鉴于此,本报告首先探讨并分析了全球南方国家数字产业的发展前景和趋势,并向南方国家提出了数字产业合作的建议。其次,本报告重点关注数字技术对促进跨境贸易和贸易便利化的影响、智能合约在跨境贸易中的应用以及智能监管问题。再次,本报告还进一步分析了数字金融促进普惠金融发展的潜力,同时提议在发展中国家开发数字金融基础设施、投资人力资本并加强能力建设。这样做可能有助于发展中国家在数字世界中发展嵌套智慧社会,这一智慧社会可能涉及数字教育、互联网医疗保健和社交网络,促进南方国家的包容性发展。最后,本报告还提出了一项可能的数字经济南南合作倡议,该倡议有助于发展中国家继续落实与可持续发展目标有关的工作,确保其更好地参与和融入数字经济。
