本刊注重跨学科理论框架,风险、灾害、危机既代表了不同的学科传统、研究范式,也代表了从风险到危机转化过程中的重要节点。因此,我们将刊物取名为“风险灾害危机研究”。 本辑栏目分为分别为1)风险灾害危机多学科交叉研究(主要包括抗逆力、脆弱性、新兴风险、大数据、人工智能等,一些前沿的理论和方法探讨);2)综合应急管理制度研究(包括防灾减灾、安监监管、风险规制、灾后恢复);3)社会风险治理研究(主要是指社会风险与社会治理);4)风险感知与决策研究;5)社交媒体与危机沟通研究;6)公共安全与大数据研究。其中风险灾害危机多学科交叉研究为固定栏目,其他栏目根据投稿情况每期调整。 同时,本期围绕中央关于加强防灾减灾体制机制改革的实施意见和九大工程推出专题讨论,包括两篇论文。南京大学建筑与城市规划学院翟国方、巫天豪的论文《多主体视角下协同防灾减灾激励机制研究》对防灾减灾过程中多主体之间的博弈关系进行了全面分析,厘清了不同激励机制的作用领域和效果。民政部国家减灾中心张磊、周洪建《防灾减灾救灾体制机制改革的政策分析》集中阐述了中国推动综合减灾的基本思路和实施路径。我们希望这两篇论文能够引发更进一步的讨论,为破解制约防灾减灾的制度“瓶颈”提供理论上的参照。
