电子治理如何塑造欧洲人心目中的中国形象

摘要

本文的主题是在电子治理框架下对中国的官方网站进行评估,目的是探讨这样一种沟通工具是否能够为改善欧洲(即欧盟国家)民众对中国中央政府的了解和认知提供机遇。本文的研究假设是,用户获得信息以及电子服务的方式越便捷、质量越高,越有助于提升欧洲公民对中国政府的信任度。本研究首先就欧洲用户通过何种方式进入中国官方网站,以及他们对后者的看法开展了一项实证研究,并在此基础上得出了结论。本研究的抽样群体是与中国有一定关系的,并在商业、科研、旅游或公共服务等行业或领域工作或学习的人。本文中的数据是通过在线调查的方式收集到的。抽样群体总共包括143名调查对象。研究发现,欧洲公众认为,在是否容易获得信息和电子服务、信息和电子服务的质量以及可信度之间存在着正相关关系,而在信息的质量和形象的改善这两者之间也存在着正相关关系。
