模糊趋同:中国社会企业认证的实践机制

摘要

中国社会企业认证实践自2015年至今初步形成了本土认证体系。现有研究多聚焦静态的政策分析或民间的认证实践,忽略了社企认证的官方行动主体与机制。本文通过田野调查和文本分析发现,中国社会企业认证实践形成了强模仿、灵活动员与弱规范三种具体机制,它们在社会企业认证实践中发挥了移植、组织和调节作用,共同构成了社会企业认证的模糊趋同。这些机制使得民间主导和官方主导的社会企业认证实践分别形成了弱激励和强激励的运作机制,并衍生出社会企业的“影子身份”。凭借政企双方的“互惠-交换”关系,通过“增强”和“稀释”作用,社会企业进一步具备了“模糊合法性”。上述发现表明,社会企业的效率与合法性在特殊情境下可以兼容,但是为了保证中国社会企业的健康发展,我们需要进一步澄清社会企业“影子身份”所造成的合法性模糊问题。
