甘孜州雅江县野生动物肇事补偿机制研究

摘要

野生动物保护是生物多样性保护和生态文明建设的重要组成部分,近年来随着保护成效逐渐显现,野生动物种群数量明显上升,人兽冲突问题也日趋突出。四川格西沟国家级自然保护区是以珍稀濒危野生动物为主要保护对象的公益性自然保护区,近年保护工作成效显著,大型哺乳动物种群数量迅速恢复,随之而来的人兽冲突矛盾亦日趋尖锐。为此,2010年雅江县环境保护和林业局与当地寺院、试点社区三方成立了“野生动物肇事”专项补偿基金,补偿因野生动物肇事给社区带来的经济损失,缓解人兽冲突带来的矛盾。三方共同建立起以政府为主导,社区为主体并深度参与,社会多元合作共管的三级管理模式,有效预防野生动物肇事,合理补偿农牧民损失。目前,格西沟基本实现“办案不出村,有争议不出乡”,解决了野生动物肇事案件处理中“定损难”的问题,提升了社区百姓对野生动物肇事补偿案件处理的满意度,得到了社会各界的广泛关注,为国家解决“人兽冲突”问题提供了现实案例参考。
