挤出还是挤入:政府社会救助支出对个人慈善捐赠影响的实证研究

摘要

政府支出对于个人慈善捐赠的影响是慈善领域的重要研究课题,可以从宏观国家层面、中观组织层面和微观个体层面三个层面进行探讨。国际上对于这三个层面的实证研究都取得了较为丰富的成果,在我国却仅发现几篇宏观国家层面和中观组织层面的研究,缺少微观个体层面的实证分析。本文利用国家统计数据和中国综合社会调查(CGSS)2012的数据,从微观个体层面研究了政府社会救助支出对于个人慈善捐赠的影响。采用多层次Logistic回归和多层次Tobit模型进行分析,本文发现政府社会救助支出对于个人慈善捐赠存在较为显著的挤出效应。分领域来看,政府社会救助支出对个人在救助领域捐赠的挤出效应不显著,对其他领域捐赠产生了显著的挤出效应而非交叉挤入效应。同时应当指出的是,挤出效应非常小,并不足以产生实际的影响,不具有政策意义上的显著性。因此,当前中国不应当过于担心政府支出对慈善捐赠的挤出效应,而是应当考虑发挥政府部门的支持作用和个人慈善捐赠的基石作用,共同促进我国慈善事业的发展。
