摘要

重点分析郑州建设国家中心城市的战略考量、独特优势和主要任务，并就坊间的一些疑惑提出个人看法，就国家中心城市设立的标准及相关考量谈些认识。本文认为，国家把经济总量并不领先、行政级别偏低郑州列入国家中心城市建设行列，有着全局的、战略的、长远方面的考量。强调国家设立国家中心城市的标准，并不是仅仅看某个城市现在的经济规模、产业基础、国际影响、行政层级等，而是立足全国大局和未来发展需要，着眼国家级城市群的构建和核心城市的培育，综合现有基础、空间布局、区域协调、发展潜力等因素，所做出的战略考量和决策。

喻新安，经济学博士，教授，研究员，河南省政协常委、学习和文史委副主任，河南省社会科学院原院长、首席研究员，河南省高校智库联盟理事长，河南中原创新发展研究院院长、河南新经济研究院首席专家，国家统计局“中国百名经济学家信心调查”特邀专家。享受国务院政府特殊津贴专家，曾获“河南省跨世纪学术带头人”、“河南省优秀专家”、“河南省杰出专业技术人才”、第二届（2012）“河南经济年度人物”称号。先后在河南省委党校、河南省社科联、河南省社会科学院工作。兼任河南省社科联副主席、中国区域经济学会副会长、中国工业经济学会副理事长，河南省“十五”至“十四五”规划专家委员会成员，第三、四届皮书学术评审委员会委员。主持国家级、省部级课题30余项；公开发表论文400余篇。出版著作30多部，获省部级社科特等奖、一等奖、二等奖20余项。
