巴西创新体系理念应用的经验和对促进科技创新合作的建议

摘要

当地创新生产体系（LIPS）是拉丁美洲结构主义学派在发展和技术变革方面的理论与创新体系理念相结合产生的研究方法。本文介绍了LIPS专注于当地创新生产体系研究的网络（RedeSist）分析方法，以及主要分析成果，证实了消除饥饿、减少赤贫、普及教育、促进健康以及发展可持续的城市空间等基本公共服务是公共部门和私营部门政策的核心，强调了在国家和国际层面通过研究和经验所积累的知识的重要性。通过金砖国家创新体系的比较研究发现，有必要设计和实施新的发展与创新政策，消除不平等现象等。并在此基础上提出了有关创新与发展的教学和研究方面的建议，建议进一步加深了解全球地缘政治、技术和制度变迁对全球金融化等进程的影响，同时加深了对经济社会发展前景的理解。
