信息与通信技术部门碳减排分析报告

摘要

理解信息与通信技术(ICT)部门的隐含二氧化碳排放(以下简称“隐含碳”)对数字化时代应对气候变化十分关键。本文结合投入产出分析方法,构建了ICT部门隐含碳的分析框架,探讨了ICT各子部门隐含碳情况。结果表明,考虑隐含碳的影响,ICT部门远不是一个环境友好的部门,其隐含碳是直接二氧化碳排放的30~70倍;ICT部门隐含碳的主要来源是非ICT部门的中间投入,其中电力部门、基础原料部门(化学、金属、非金属等)和交通运输仓储邮政业是其最主要的隐含碳来源,其中电力部门贡献了ICT部门隐含碳的35%。因此,数字经济产业发展应着力引领绿色ICT在经济生产部门中的渗透,ICT部门的碳管理策略应系统考虑行业关联和生产供应链层面的影响。
