为反映我国留学发展的最新情况及特点,分析我国留学发展过程中的重要热点问题,我们组织编写了《中国留学发展报告(2013)No.2》。全书由总报告、调查篇、区域篇、专题篇、中介篇和附录六大部分组成。
总报告研究了近年全球留学的发展现状和趋势,以及2012年我国留学发展现状、趋势——出国学生持续增加、专业选择多元化、留学低龄化和人才回流发展趋势,并进一步分析了我国应加强海外留学生权益保护、加强留学市场监管等需要注意的问题。
调查篇根据问卷调查结果,特别分析了2012年我国低龄留学生的留学现状、原因及需求,并为如何争取低龄留学生作为人才储备提出建议;本篇还分析了留学高中生以及本科毕业生出国留学现状及意愿,并专门对中国赴美留学生群体的发展现状进行了调查研究。
区域篇介绍了中国赴北美洲、欧洲、大洋洲和亚洲等四大热门区域、十四个国家的留学生现状,包括留学人数、专业选择和留学理由以及相关国家教育情况、最新留学政策等,为留学人员提供了参考。
专题篇对我国加入WTO以来留学赤字现象进行了深入剖析,并对就业市场变化条件下海外留学的投资回报问题、海外留学生的回国意愿及回国留学生的特点、野鸡大学和国际游学热等四方面热门现象进行了剖析;还分析了留学中介机构发展的现状及问题,建立了留学中介机构评估框架及三级指标体系,并对我国自费出国的393家留学中介服务机构进行了排名。
附录介绍了11个国家的18所世界著名高等院校的接收国际学生情况,包括热门专业、奖学金及学费情况,作为区域篇的补充,供留学者参考;分区域地列出了参与中介篇排名的留学中介机构名单。
Annual Report on the Development of China’s
Study Abroad (2013)No.2 aims to examine the latest situation and
characteristics of the development of China’s
study abroad and to analyze the hot issues appearing in that process. This
report includes five parts: General Report, Investigative Reports, Regional
Reports, Feature Reports and Appendixes.
The General Report reviews the current situation
and trends of international students’ mobility worldwide, and describes the development
of China’s study abroad in 2012. The second part of the
report focuses on hot issues in China’s study abroad: the increase of overseas students,
diversification of major choices, lowering ages of overseas students and “brain
circulation”. It stresses that the Chinese government should pay attention to
the following challenges: the protection of overseas Chinese students, the
monitoring of overseas education market, expanding channels for overseas students
to return and attraction of foreign students to study in China.
The Investigative Reports analyze the situation,
causes and demand of China’s overseas study according to its questionnaire
survey, offering suggestions for absorbing young overseas students into its
talents pool. The reports also examine the situation of Chinese students
attending high school and colleges overseas. A special investigation into
Chinese students studying in the U.S. is conducted in this part.
The Regional Reports introduce the situation of
Chinese students in popular study abroad destination countries and regions in
North America, Europe, Oceania and Asia. This part looks into a number of
issues, including student number, the choice of specialties, the reason for
studying there, the higher education qualities and the latest education
policies of destination countries, which can help prospective students make
better decisions. Otherwise, the focus is on hot issues in study abroad
development process: the “study abroad deficit”, the investment and
return of seeking higher education overseas, overseas Chinese students’ willingness to come back, the problem of diploma mills and the surge of study
tours, the evaluation and ranking of consulting agencies.
The Appendixes describe the general situation of
international students enrollment of 18 distinguished universities from 11
countries, which includes information on the number of international students,
scholarship and tuitions. As a supplement to the Regional Reports, this part offers
references for prospective students. This part also lists the names of the
consulting agencies in different provinces according to their rankin.
