Denial” and “Fortress America”: Trump’s Grand Strategy

摘要

The United States is the major proponent and practitioner of the Theory of Grand Strategy.In the wake of the Cold War, the “liberal hegemony” has fundamentally defined the substance of this grand strategy.Against the backdrop of America’s relative decline in power and influence, the Trump administration released a new version of National Security Strategy of the United States of America in December 2017, showing signs of a US grand strategy overhaul and constituting a subversion of the conventional “liberal hegemony.” Except for an approximate consistency in strategic objectives, that is, the pursuit or consolidation of its status of global hegemony, the new strategy lays special emphasis on the deteriorating US security environment and the significant increase of challenges from without.It proposes a strategic path of unilaterally enhancing America’s economic and military strength, renouncing multilateralism, and withdrawing America’s support for international mechanisms, with the sole purpose of emerging triumphant in the future rivalry with other great powers.There are important flaws inherent in Trump’s strategy and many uncertainties surround the strategy’s possible outcomes.Furthermore, the strategy runs obviously counter to the trends of global political and economic development, producing a quite direct impact on China’s national security environment.
