Autonomous Weapons in the Context of Global Security Governance

摘要

With the rapid development of artificial intelligence, autonomous weapons have been demonstrating profound ethical and security risks, which makes the banning of them an emerging topic in global security governance.Compared to other arms control areas, the process of autonomous weapon arms control has been accelerated over the past few years.A group of governmental experts has been established under Convention on Certain Conventional Weapons to discuss the issue of autonomous weapons.This paper summarizes the contentions related to concept, ethics and security in the arms control of autonomous weapons, in order to better understand the major driving force of this process and evaluate its future prospects.Currently, the main force behind autonomous weapon control lies in moral considerations, especially the one that concerns autonomous killing by machines.Meanwhile, with regard to security, the security risks in autonomous weapons are also present among other emerging technologies, and the strategic incentives to develop and use these weapons remain high, which decreases the willingness of major powers to pursue a more substantial arms control outcome.Therefore, the prospects for establishing a concrete control regime are dim.A more feasible way is to create international norms through unbinding methods such as “soft laws”.During this process, China could play a more positive role while protecting its strategic interests.
