Resource Security and Global Governance: An Analysis of the European Union’s Security Strategy for Mineral Resources
摘要
How to take advantage of two power leverages, material power and international authority, is the best strategy for international political actors to protect the security of their critical minerals.The primary choice for one country or one region to maintain its mineral security is to use hard power for “resource independence”, that is, to improve the efficiency of resource production and usage as well as control the resource-producing areas and supply transportation corridor.However, as an area with a congenital shortboard in resources endowment, the EU has serious external dependence on energy and critical minerals.Meanwhile, with the decline of the European hegemony, its direct control has been increasingly weakening.As a result, the tools which the EU can use for resource independence strategy are limited.Yet, with such limited material strength, Europe has established a governance system of global mineral resources with domination during the long process of its history.
