政策工具协同视角下新加坡政府绿色建筑促进政策

摘要

本文总结并梳理了新加坡过去十余年间绿色建筑发展过程中所使用的政策工具,包括以绿色建筑评价标准、建筑控制法案为代表的强制性政策工具,以开发商奖励计划等为代表的激励性政策工具和以发布建筑能耗评估报告为代表的信息传播类政策工具。文章侧重从政策工具协同的角度,分析了新加坡的绿色建筑评价标准、配套激励政策等对利益相关者的影响及不同阶段绿色建筑发展目标之间的系统性、协同性和动态性。最后讨论了新加坡绿色建筑发展政策工具间的目标协同性、约束力协同性和阶段协同性及其对中国绿色建筑发展的借鉴和启示。未来绿色建筑促进政策应有效整合绿色建筑评价标准,使其系统化、精细化、具有针对性,从国家层面统筹协调、加强不同政策工具间的协同性,处理好不同地区、不同阶段绿色建筑发展政策的关联效应。
