摘要
金融市场基础设施是“金融的管道”，良好的金融市场基础设施对于巩固所服务的市场、增强金融稳定性至关重要。相反，如果缺乏适当的管理，它们也会成为系统性风险的源头及主要扩散渠道。2008年金融危机后，国际清算银行支付结算体系委员会和国际证监会组织技术委员会联合发表了《金融市场基础设施原则》（PFMI），旨在全面加强各国对金融市场基础设施的管理。本章将对金融市场基础设施、PFMI的形成与发展、PFMI的核心内容以及国内外实践情况等进行较为全面的介绍。
作者
杨涛 ，研究员，博士生导师，拥有中国注册会计师与律师资格证书。现任国家金融与发展实验室副主任，中国社会科学院产业金融研究基地主任、支付清算研究中心主任。主要研究领域为宏观金融与政策、金融市场、金融科技、支付清算。长期从事金融理论、政策与实务研究，注重经济学、金融学、社会学、信息技术等跨学科交叉研究。近年来，在各类学术期刊发表了大量学术论文，参与编写与出版了一系列重要报告与著作，主持了众多具有理论和实践价值的研究课题，长期撰写内报并向相关部门提供政策咨询，积极面向行业和公众分析热点问题。曾获得中央国家机关全国五一劳动奖章，中国社会科学院优秀决策信息对策研究类一等奖、二等奖、三等奖，中国人民银行金融科技研究课题一等奖，中国支付清算协会优秀论文等各类奖项。
程炼 ，经济学博士，研究员。中国社会科学院金融研究所《金融评论》编辑部主任、支付清算研究中心副主任。主要研究领域为国际金融、金融地理与金融监管、支付清算等。
