应急管理数字化理论、应用与前沿

摘要

通过计量方法描述应急管理数字化研究的创新轨迹,对于更好地把握理论体系和学科前沿,以及推进应急管理数字化实践都具有重要意义。因此,该研究借助CiteSpace软件,对Web of Science(WOS)数据库中社会科学引文索引(Social Science Citation Index,SSCI)核心数据库的1133篇文献进行了关键词共享、热点词聚类等计量分析,用以梳理应急管理数字化的相关理论内涵和框架。研究发现,在应急管理数字化从无到有的发展过程中,形成了以应急管理技术数字化创新为核心,以应急管理组织数字化、应急管理环境数字化和应急管理对象数字化为基础支撑的新颖且完整的研究体系。进一步研究发现,应急管理数字化应用前沿包括以大数据、移动互联网、物联网和人工智能为代表的技术创新,以应急管理中数字化公民、数字化志愿者和数字化社区为代表的主体创新,以及以数字化动态应急管理和数字化无人应急管理为代表的管理创新。最后,该研究梳理得出应急管理数字化整合是由风险信息和应急环节两部分组成的结论。
