Report on Social Development of Henan Province

摘要

2016年是河南“十三五”规划的开局之年，也是省十次党代会召开，中原崛起河南振兴富民强省迈出坚实步伐，决胜全面小康、让中原更加出彩站上新的历史起点的关键一年。一年来，河南以加强供给侧结构性改革为抓手，提高供给体系质量和效率，更加注重稳增长、促改革、调结构、强基础、惠民生、防风险综合平衡，全面深化改革开放，着力补齐民生短板，加快推进共享发展，实现了全省经济稳中向好，人民生活水平持续提升的发展态势。但同时，一系列发展中的问题和困难也日益凸显。比如，资源环境约束加剧，大气污染问题日益严重；全面脱贫进入倒计时，扶贫攻坚任务艰巨；就业压力没有根本性缓解，就业结构性矛盾日益凸显；城乡居民收入增速滞后于经济增速，与全国水平有拉大的趋势；人口老龄化对经济社会发展的负面影响日益显现；快速城镇化带来一系列社会问题，人的城镇化任重道远等。2017年，是河南“十三五”规划走向深入的一年，也是全面贯彻落实省十次党代会精神，加快推进共享发展的关键一年。始终把保障和改善民生、推进共享发展摆在社会发展的优先位置，全面推进精准扶贫精准脱贫，进一步加强社会建设、创新社会治理，妥善解决好新型城镇化进程中的突出问题，大力推进生态建设、打造美丽绿色河南，提升基本公共服务质量，将是河南决胜全面小康、推进社会建设全面发展面临的主要任务。
