摘要

在京津冀协同发展的大格局中，国家确立了天津“一基地三区”的新定位，即全国先进制造研发基地、北方国际航运核心区、金融创新运营示范区、改革开放先行区。为实现基本定位，天津产业转型发展、开放创新“双驱动”战略实施、新型城镇化建设等各方面深入推进，取得了初步成效。然而，天津国家中心城市建设仍面临着三大短板：一是经济增长中传统产业比重过大、服务业比重偏低、民营经济发展滞后；二是雄安新区建设对天津造成一定影响，需对天津城市建设进行重新定位；三是人才成长环境欠佳、人才体制机制存在短板，人才吸引不足、流失严重。只有补齐这些短板，才能真正将天津建设成为具有引领、辐射、集散功能的国家中心城市。
