摘要

自20世纪90年代以来，瑞士的高等教育结构体系经历了重大变革。本文从类型结构、学位体系、管理体制和财政投入四个方面分析了瑞士高等教育结构体系的变化。本研究发现，就类型结构而言，瑞士设立了应用科技大学体系和师范大学体系，以补充瑞士综合性大学对创新应用型人才培养的不足；在学位体系方面，瑞士则积极融入博洛尼亚进程，设立了三级学位体系和欧洲学分互认体系，对国际学生的吸引力增强；在管理体制方面，瑞士一方面通过立法赋予高校更大的自主权，另一方面加强了联邦政府与州政府的合作，致力于以网络式治理模式协调高等教育的整体发展；在财政投入方面，瑞士在保障高校充裕经费的同时，通过增加绩效拨款和竞争性拨款比例，加强对高校的问责，提升大学的活力和竞争力。
